Advocacy Rising’s team brings deep experience from high-impact advocacy campaigns and leadership roles in state and national policy organizations. We collaborate with foundations, nonprofits, and coalitions across the country to develop winning strategies and drive meaningful change.


Kyle Huelsman

Managing Director

As the Managing Director at Advocacy Rising, Kyle helps organizations advance bold policy change through training, strategy development, and coalition management. With over twelve years of experience in state and local advocacy, he has designed, led, and won dozens of campaigns across the country. Most recently, he co-led a ten-state team at State Innovation Exchange, helping to win policy fights in a variety of political contexts. His expertise spans economic security, democracy, immigration, tax policy, and healthcare access, and he has trained over 500 advocates to build the skills needed for effective policy change.



Jess Cler

Senior Associate

Jess brings over 15 years of experience in policy advocacy, specializing in advancing and defending progressive legislation at the state and local levels. Her work spans reproductive health and rights, LGBTQ+ rights, voting rights, sex education, healthcare, and environmental justice. Jess has led campaigns and coalition efforts in politically diverse states including Alaska, Hawai‘i, Idaho, Indiana, Kentucky, and Washington. As Vice President of Political Operations at Planned Parenthood Alliance Advocates, she oversaw multi-state political strategy and helped secure expanded access to reproductive healthcare in the wake of Roe v. Wade's overturning.


Kathleen Moloney

Project Manager

Kathleen brings more than six years of experience managing complex operations, logistics, and cross-functional coordination in fast-paced, mission-driven environments. Prior to joining Advocacy Rising, she led production for over 100 simultaneous projects at Vinyl Me, Please, overseeing vendor relationships, production timelines, budgets, and quality assurance across multiple partners and regions. Her background spans customer experience, e-commerce strategy, and fulfillment logistics, giving her a strong foundation in managing timelines, aligning internal teams, and problem-solving under pressure.


Kendria Moore

Executive Assistant

Kendria Moore is a seasoned executive support professional with over 13 years of experience in administrative operations, project management, and executive-level coordination. With a background rooted in both business management and entrepreneurship, Kendria combines strategic thinking with hands-on efficiency to help leaders stay focused, organized, and impactful. She holds a B.S. in Business Management and a Master’s in Innovation and Entrepreneurship from Full Sail University.

With an incredible grasp for the nuances of state politics combined with clear explanations of the systems at play, the Advocacy Training Series greatly enhanced my understanding of the lawmaking process and related strategy for advancing policy shifts at the state capitol.
