Our team has spent years inside state and local policy fights: building coalitions, shaping policy agendas, coordinating lobbyists, preparing advocates, and moving campaigns through real political pressure.
We know what it feels like to win. We also know what failed campaigns cost: wasted money, burned relationships, fractured coalitions, and years of lost momentum.

Kyle Huelsman
Founder & Principal
Kyle leads Advocacy Rising’s work helping foundations, coalitions, and public-interest organizations determine what can win and build the campaign infrastructure required to move policy.
He brings more than twelve years of experience designing, leading, and advising state and local advocacy campaigns across the country. His work has included policy viability assessment, coalition strategy, campaign design, legislative strategy, stakeholder alignment, and advocacy training for organizations working across issue areas including economic security, democracy, immigration, tax policy, healthcare access, local news, and childcare.
Before founding Advocacy Rising, Kyle co-led a ten-state team at the State Innovation Exchange, supporting state-based policy campaigns in a wide range of political contexts. Across his career, he has helped dozens of coalitions move from policy ambition to coordinated campaign execution.

Maggie Gómez
Senior Associate
Maggie is an effective, compassionate community leader with over 15 years of experience in multiple policy arenas. She has deep expertise in campaign development, coalition management, grassroots organizing, program development, and advancing social justice movements through a lens of equity and justice. Maggie was most recently the Colorado State Director at the State Innovation Exchange, and as a strong facilitator and state legislative affairs professional, led and won multiple state policy campaigns that have advanced racial, economic, and gender justice.

Jess Cler
Senior Associate
Jess brings over 15 years of experience in policy advocacy, specializing in advancing and defending progressive legislation at the state and local levels. Her work spans reproductive health and rights, LGBTQ+ rights, voting rights, sex education, healthcare, and environmental justice. Jess has led campaigns and coalition efforts in politically diverse states including Alaska, Hawai‘i, Idaho, Indiana, Kentucky, and Washington. As Vice President of Political Operations at Planned Parenthood Alliance Advocates, she oversaw multi-state political strategy and helped secure expanded access to reproductive healthcare in the wake of Roe v. Wade's overturning.

Kendria Moore
Executive Assistant
Kendria Moore is a seasoned executive support professional with over 13 years of experience in administrative operations, project management, and executive-level coordination. With a background rooted in both business management and entrepreneurship, Kendria combines strategic thinking with hands-on efficiency to help leaders stay focused, organized, and impactful. She holds a B.S. in Business Management and a Master’s in Innovation and Entrepreneurship from Full Sail University.
